The thrust towards privatization and deregulation will introduce a wide range of reliability issues that will require new system reliability criteria and analytical tools that recognize the residual uncertainties in the new environment. This paper presents a framework that can be used to assess thewell-being of a composite generation and transmission system in the new competitive environment. In this framework, the performance of the total power network is divided into several operating states designated as the healthy, marginal and at risk. The concepts of system operating states are illustrated in this paper to examine the well-being of the load point and the overall system. The system and load point health and risk indices can be used as dual criteria to determine whether a requested transmission transaction should be conducted. The technique presented and the associated procedure are examined by application to the IEEE Reliability Test System (IEEE-RTS).
