چکیده:

As the number of websites and web pages increases of fast through the internet and also due to the rapid growth of electronic data interchange around the world the problem in information overloading is highly concerned in information usability, and management . However governments tryto encourage people and companies to use internet make them familiar with information and communication technology capabilities, but try should have a well – defined way to guide then through this complicated and huge world of information.
Public portal, as a start point foe public user, can be a proper gateway for the people in a country to start navigating their needs through the internet and different websites. This publics website should be established and designed according to the public needs and interest , which is different for each country and region of world. In this paper after reviewing different types of portals, frequently used links and facilities in the portals and public websites of some developing countries will be discussed then , according to online behaviors of Iranian web users and analysis these data, critical success factors in estabilishing a public portal is identified and prioritized and a holistic schema of this portal will be presented.
